The technique is called "delft tiles" and quite easy to do. First stamp your image with embossing ink (I used VersaFine) then emboss with white embossing powder. At this point I dragged "Blueprints" Distress Ink over the entire surface several times, getting a good ink coverage. Wipe the ink from the white embossing and then determine the size of the panels you'll cut your layer with. Mine were cut at 1" X 1.25". You then lay them out on your base layer.
